Who gonna pay their fee ? I am sure those seats are paid one and the news paper clip has nothing new … As No college can give admission without NEET qualification so I believe it is a paid news or proxy prmotion from PVT college for lower rank qualifiers or those desperate need of a seat and initially failed to bargain.
There high chance that you may able to negotiate in half price or one plus one (two admission at one price)
Those who have 2 crores to buy a seat they willnot qualify and those who don’t have money to buy seat they will qualify 
these will be continued in coming years also and seats will be vacant every year
merit cut off was brought down for this day only…deemed universities have fed the govt and now govt repaying them
